Position Title: Director of Purchasing Services
Reports To: General Director of Fiscal Services
Position Purpose:
To direct the District wide purchasing program in a manner that ensures quality control, cost effectiveness, and compliance with State of Kansas statutes and Board of Education policies and regulations.
Qualifications:
A B.S. or B.B.A. in accounting or other business related subjects is preferred. The incumbent must have knowledge of governmental procurement statutes, practices, policies, and regulations; experience creating Request for Proposal (RFP), Invitation for Bid (IFB) and other professional procurement documents is necessary. In addition, the incumbent must have the ability to do some accounting and to work with many varied public and private entities.
Physical/Emotional Qualifications:
The incumbent must communicate effectively through writing, listening and speaking; read printouts, reports, and financial records; handle stress and stressful situations; and be a positive influence in developing, maintaining and encouraging a quality working climate. The incumbent should have mobility and be able to drive.
Performance Responsibilities:
- After conferring with the necessary persons, such as users and vendors, prepares and processes detailed bid specifications (RFP, RFQ, RFI, IFB, IFQ, etc).
- Approves all purchase orders.
- Approves all vendors before they are allowed to approach other District personnel.
- Researches new products for District use.
- Manages the copier use program for the District.
- Manages the fuel program for the District
- Manages the pest control program for the District
- Oversees the operation and purchase of stockroom materials, including the online order system.
- Directs and Supervises the daily activities of Purchasing Department employees
- Performs other duties as assigned by the Superintendent, or his/her designee.
Terms of Employment:
12 months; salary and work year to be determined by the Board’s policy on evaluation of administrators. |
