Title:              Recruitment Manager and Staff Development Trainer

 

Reports To:     General Director, Human Resources and the Assistant Superintendent of Teaching and Learning

 

Position Purpose:

Manage the recruitment and retention program for Topeka Public Schools. Develop and implement programs and practices to recruit, train, and retain qualified administrative, certified, classified, and substitute employees.

 

Supervises: Recruitment Coordinator

 

Qualifications:

  • Bachelor’s degree in Human Resource Administration, Business, or related field.  
  • Three (3) years of experience in employment Recruiting and Retention strategies.
  • Possession of HRCI designation of PHR, SPHR or GHR; or able to obtain certification within 6 months of appointment.
  • Successful candidate must be able to travel 25% of the time with overnight trips.
  • Possession of current knowledge of best practices in educational staffing.
  • Experience in providing effective professional learning/training.

 

PREFERRED QUALIFICATIONS:

  • Degree/experience in education is preferred. Five (5) years current experience (within the past 10 years) as a classroom teacher.
  • Project management experience.

 

 

Knowledge/Ability/Skills:

  • Knowledge of Human Resources practices and procedures.
  • Knowledge of employment law in the areas of screening and selection of employees.
  • Ability to load/unload, transport, and set up recruitment materials and displays.
  • Excellent communication skills (written and oral), ability to interact effectively with candidates and employees from leadership to entry level.
  • Strong attention to detail and good interpersonal skills.
  • Ability to multi-task in fast-paced, dynamic environments.
  • Ability to work flexible hours. Evening and weekend work is required.
  • Ability to travel 25% or more of the time, depending on the time of year.
  • Skilled in the use of Microsoft Excel and Word, with proficiency in other Microsoft Office products and automated application software systems.

This job requires that the employee be able to: sit, stand, walk, speak, hear, use hands and fingers, reach with hands and fingers, bend, stoop, and lift objects of up to 20 pounds. This job requires the employee to occasionally stoop and kneel. Visual ability requires mono-vision and color vision, close vision, distance vision, depth perception, and the ability to adjust focus. The employee must have the ability to operate and/or travel in a motor vehicle for prolonged periods of time.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

  1. Lead staffing processes for administrative and certified staff. Oversee recruitment and staffing for classified and substitute employees.
  2. Identify staffing needs and develop district recruitment strategy. Identify recruitment methods that provide positive outcomes in the attraction of qualified candidates.
  3. Design recruitment materials to highlight the District to prospective candidates and communicate the benefits of employment with Topeka Public Schools.
  4. Lead staffing committees to identify total district staffing for the coming year. Communicate with district and building administrators about staffing needs, procedures, and progress. Partner with administrators and hiring managers to lead the creation of an effective sourcing strategy for each position and guide hiring managers and candidates through the recruiting process.
  5. Receive staffing recommendations, determine authorization to fill positions, obtain references, make job offers to selected candidates, and send offers of employment. Monitor and communicate recruitment status for the upcoming school year.
  6. Develop interview questions, screening tools, candidate screening rubrics, job descriptions and other selection processes. Make materials accessible to building and district administrators to be used in the selection process and procedures. Train administrators, supervisors, and managers on recruitment and screening procedures.
  7. Work closely with Teaching and Learning and Staff Development staff to design and implement on-boarding procedures for administrators, certified, and classified staff. Serve as a presenter and trainer for new certified staff. Design and participate in new employee orientation programs. Develop and implement procedures for administrators and supervisors to use in orienting new employees.
  8. Work closely with Teaching and Learning in the development and implementation of a new teacher residency program to assist new teachers in their development in becoming effective teachers.
  9. Establish job fair presence and serve as the point of contact with organizations the district can partner with to achieve a pipeline of talent into the District. Develop partnerships with colleges and universities to increase student teachers assigned to the district and to increase diversity. Work with district College and Career Ready professionals to encourage TPS students to enter the field of education.
  10. Supervise efforts to arrange interviews for classified and substitute candidates to refer to hiring managers. This may include pre-screening applicants, setting up interviews and scheduling candidates for interviews, compiling interview results, and notification of applicants concerning their select/not-select status.
  11. Send out offer letters and coordinate offer negotiations between candidates and hiring managers for Classified, Professional, and Management roles. Provide salary offers for candidates based on the district’s compensation procedures.
  12. Collect data on recruiting efforts, number of hires, days to hire; and create metrics to determine effectiveness of attracting the talent needed to achieve the District's Mission.
  13. Evaluate the recruitment process to ensure alignment with TPS Human Resources strategies.
  14. Communicate the organization’s desired culture, vision, and values to external partners and prospective employees. Attend and participate in community events and festivals to promote TPS as an employer of choice.
  15. Develop and implement projects to improve recruitment and retention, and create processes and procedures related to recruitment. Document the cyclical nature of recruiting for the District.
  16. Other duties as assigned.

 

Terms of Employment:

 

12 months; salary and work year to be determined by the Board of Education.

 

Evaluation:

 

Performance of this position will be evaluated in accordance with provisions of the Board policy on evaluation of Classified Speciality employees.
